What does it mean and how will it serve Latine students in California?
In California, new state legislation, Senate Bill 1255, creates a state level designation for Hispanic-Serving Institutions (HSIs) that emphasizes how California institutions intentionally serve Latine students. The designation will apply to eligible University of California campuses, California State University campuses, and Community Colleges. This differs from the federal legislation which focuses solely on enrollment thresholds.
The California designation will evaluate how institutions support and serve Latine students. Campuses will need to apply and demonstrate that they have an institutional commitment to Latine student success through academic and equity goals and a five-year strategic plan. These postsecondary institutions must also report on student outcomes, including retention and graduation.

Our expanded definition of student success includes three interconnected components:
Academic outcomes that reflect enrollment, progress, and completion;
Liberatory outcomes that emphasize identity development, agency, and community engagement; and
Practices for equity institutions must adopt to serve students with care, cultural responsiveness, and equity.
Together, these dimensions offer a more complete and equitable vision of what it means to serve students at an HSI.
